1. PHASE-III SECTOR (G-13)

Description

The Housing Scheme Phase-III of the Housing Authority was launched in 1996 in sector G-13, G-14/4 Islamabad. The sector was acquired through Land Acquisition Collector (LAC) under LAC act 1894. Initial development was awarded by CDA to FWO. As per PC-I approved at that time, the maintenance work of the said sector was to be carried out by CDA. Later on, in March 2015, in compliance of Wafaqi Mohtasib findings, all Infrastructure development work and maintenance work is being carried out by the HA. Total No.of plots are 6065.

Current Status / Progress / Development / Update

FGE Housing Authority undertook Rehabilitation & Infrastructure Development works of Sector G-13, Islamabad in 2016. Almost 90% of the said works has been completed and street light’s works is in progress which is expected to complete within next few months.

2. PHASE-IV SECTOR (G-14/1,2,3,4)

Description

The housing Scheme Phase-IV was launched in 2004 in sector G-14/1,2,3 Islamabad. The development work of sub Sector G-14/1,2,3 was awarded in 2012. In sector G-14/1 Survey of BUPs in going on and shall be completed in near future. Total No. of Apartments are 5486.Development of sector G14/2,3 is in progress.The possession of some plots of sector G-14/3 has been handedover to allottees/owners.

Rehabilitation & Infrastructure Development works of Sector G-14/4, Islamabad have also been awarded and works are in progress with full swing. FGE Housing Authority is trying its best to complete the said works in 2020.

In Sector G-14/1, the survey of BUPs is going on. However, in some areas of Sub-Sector G-14/1, access in not being granted to survey teams by the local residents of the area. Hence, the assessment of BUPs has been completed through GIS technology. After payment to the affecttees, the area will be got vacated. As the Sub-Sector G-14/1 is densely occupied, therefore, considerable time period is required for vacation and subsequent development.

However, tender for consultant for designing / estimation / execution has been called. After that tenders may be called for development work of G-14/1. For the above reasons, the allottees of G-14/1 could not be given possession.

The development work of Sub-Sector G-14/2 & 3 was awarded to M/s NCL in 2012. 60% development work of roads completed.
Electricity lines have been laid by IESCO and Sub-Sector G-14/3 has been energized. The issue of BUP,s in G-14/2 & G-14/3 will be resolved soon. Further, action against illegal structures and encroachment also started with District Administration Islamabad.
Sector Wise details, provisionally handed over plots to the respective allottees of G-14/2&3, Islamabad; 60% development work of roads completed.

About twenty allottees have been taken final possession letters and three numbers of allottees have applied for issuance of NOC for approval of building plans. Only one allottee has started construction of house in Sector G-14/3 till date.

3. PHASE-VI (Bhara Kahu Housing Scheme & namely ‘Green Enclave-I’)

Description

The Membership Drive, Phase-I of the Housing Authority was started for FG Employees & other in 2009 on the basis of ‘FIRST COMES FIRST SERVE’. The process of issuance of Consent letter was commenced in April, 2015.Total No. of plots are 3268, No. of consent letter issued are 2600 and No. of POL issued are 2183 and the process of issuance of allotment is continue. Layout plan of the scheme has been revised and the successful members shall be allocated plot numbers through balloting within a month.

The Housing scheme consisting of around 3000 kanals of land in Bara Kahu in Green Enclave-I is clear and in possession of FGEHA. Contract agreement for construction work has been executed and the development work is under progress.

4. PHASE-VI (Bhara Kahu Housing Scheme & namely ‘SKY GARDEN’)

The Sky Garden Housing Scheme (previously named as Green Enclave-II) of FGEHA is launched for the registered members of Membership Drive, Phase-I on “First Come First Serve” basis. For this housing scheme FGEHA started acquisition process of 6932 Kanals of land under Land Acquisition Act, 1984. The notification under Section-IV was issued on 28.05.2014.

The FGEHA with the approval of its Executive Committee issued Consent letter of Green Enclave-II to the members of Membership Drive-I in 2016. The detail of Consent letters issued is as under:

  • However, the notification of 6932 Kanal of land was subsequently cancelled by the Ministry of Interior. Hence, FGEHA went into JV agreement with M/s International Center of Services Exchange (ICSE) on 19-02-2018 for 10,000 Kanal of Land at Mouza Mangal and Kathar. But the JV partner failed to provide land within time schedule agreed in Joint Venture agreement. However, the said agreement was cancelled with the approval of Executive Board of FGEHA and a new JV agreement was signed with M/s Commoners Sky Garden on 11-10-2019. M/s Commoners Sky Garden mutated 6000 Kanal of land in favor of FGEHA. The layout plan of the scheme has been finalized and approved. As per approved LOP, the detail of available plots is as under:

  •             As per JV agreement signed between FGEHA and M/s Commoners Sky Garden, 70% of the total available plot comes under the quota of FGEHA and 30% plots reserved for Commoners Sky Garden.
  •             The process of issuance of Provisional Offer Letter have been started and so far Provisional Offer Letters (POLs) have been issued in Cat-I, Cat-II and Cat-III under FG Serving quota. The remaining POLs will be issued in due course of time.

5. PHASE-VII (F-14/15)

Description

The housing Scheme PHASE VII (F-14/15) of the Housing Authority was commenced in 2015 after getting formal approval from Prime Minister of Pakistan on 1st may, 2015. Registered members of Phase-II Membership Drive are eligible for allotment under this scheme on age wise seniority. Consent letters have been issued to members of Cat-I, Cat-II and Cat-III whose cases are matured on age wise seniority. Whereas, the allotees who endorsed their consent and deposited the down payment are being issued Provisional Offer letters of plots are 6772, No. of consent letter issued are 5986 and No. of POL issued are 4797. It is pertinent to mention here that the acquisition of land was challenged in 2015 in Islamabad High Court. The same was decided against the Housing Authority . An intra court appeal against the said decision was filed in the said Court. This was dismissed. Accordingly, the Housing Authority has received certified copies of the judgment and filed an appeal CPLA in Supreme Court of Pakistan against the said judgment. The Supreme Court has accepted appeal of Housing Authority and judgement of Islamabad High Court has been suspended & judgement came in favour of FGEHA.

Current Status / Progress / Development / Update

The matter regarding acquisition of land of sector F-14/15 has been resolved after the judgment passed by Honorable Supreme Court of Pakistan. The acquisition of land is in progress by DC Land wing of FGE Housing Authority. Recently FGEHA vide Public Notice advertised in national dailies informed all the allotees of F-14/15 who were issued Consent Letter / POL to deposit their second remaining installment, otherwise their name will not be considered in balloting to be held soon.

The layout plan of Sector F-14 has been approved by the CDA and is in process of finalization with Planning wing of FGEHA.

Further, the layout plan of Sector F-15 is in process of approval with CDA.

6. PHASE-VIII (Lifestyle Residency Project )

Description

Federal Government Employees Housing Authority under auspices of Ministry of Housing and Works has initiated a pilot project of high rise apartment scheme for Federal Government employees and other specified groups. The scheme has been launched on land owned by FGEHA in sector  G-13 /1&4 , Islamabad. Total plot size of project is 15.37 acres, in which 10.10 acres is located at G-13/1 and remaining 5.27 acres is located in G-13/4. FGEHA has launched this scheme through Joint Venture of public private partnership for construction of Ground +16 storey high-rise apartments on 10.10 acre plot while ground +17 floors apartments on 5.27 acre plot, with three basements in both the plots. In all, 3240 apartments will be constructed out of which 2379 have been allocated to the Federal Government Employees in all categories while 861 set apart for General Public (GP).

Current Status / Progress / Development / Update

Grey Structure of the apartments on 10-acre plot is almost 92% complete. The project is expected to be completed by the end of year 2020. In case of apartments on 5-acre plot construction work is underway. This portion of the project will be complete by end of July, 2021.

7. PHASE-IX (Thalian Housing Scheme)

Description

The housing scheme PHASE IX (Thalian Housing scheme ) of the Housing Authority was launched in 2017 through joint venture policy for land banking in collaboration with private sector and was approved by Federal Cabinet. So far, only consent letters have been issued to about 5317 registered members of Phase-II membership drive year 2015-16.Total Number of plots are 9105.

The Land provider did not fulfilled his obligation under the contract agreement of providing 100 ft access to the proposed land. Even after lapse of 29 months the land provider failed to make necessary arrangements and address FGEHA concerns with regard to access road to the scheme. Hence, the land could not be mutated under the absence of access road of required width. Final notice has been issued to Land provider to make necessary arrangements under the agreement. The JV partner has been given a final concessional period to fulfill his obligations under the JV contract otherwise the JV contract shall be reviewed and cancelled at the liability attributable to the JV partner under the contract.

8. PHASE-X (Park Road Housing Scheme)

Description

The housing Scheme PHASE X (Park Road Housing Scheme) of the Housing Authority in village Tamma and Moriyan was initiated in the pursuance to the order of the Honorable Supreme Court of Pakistan dated 29-04-2015 and 13-04-2015. The said land was to be acquired on parity basis 50% each for SCBAP & FG Employee. In this regard Land Acquisition Collector (LAC) Islamabad has announced notification under section-II of Land Acquisition act 1984 for acquisition of 8106 kanal of land. Acquisition processes in progress and consent letter, POL to FG Employees & SCBAP members have been issued. Consent letters are issued to all 2345 members.

Presently, a Contempt Petition No 166/2018 titled SCBAP Vs Chief Commissioner is under proceeding in the Supreme Court and Housing Authority is also party in the said contempt which has been clubbed with the case of Sector F-14/F-15. The following cases of Park Road housing scheme were also clubbed by the honorable court with the cases of Sector F-14/F-15.

Current Status / Progress / Development / Update

The matter regarding acquisition of land of park Road Scheme is subjudice in Honorable Supreme Court of Pakistan. On last date 23-05-2019, Syed Faisal Hussain Naqvi, ASC (Advocate of respondent) has concluded the arguments, further court directed to all Counsels to file additional documents, if any before next date. Mr. Rashid A. Rizvi (ASC Bar) states that though he adopts the arguments of Justice Mansoor Ahmad, but he has some more submission to make. The case is clubbed with F-14/15 on the same issue of acquisition. The existing bench has been diluted request for early hearing to Addl Registrar. The last date of hearing F-14/15 case was on 2nd October 2019 ,The Honourable Supreme Court of Pakistan, the three membered bench concluded the case for F-14. The case was recapped by the counsel of FGEHA. Three federal government employees also appeared in person and presented their stance. The DAG presented the report signed by the three secretaries interior, housing and law on the point that acquisition can be done by FGEHA through LAC. The bench has desired to submit report on the following:
1- The CDA Board to give a clear and vivid stance on the acquisition of F-14 through a resolution and submit it before the next date of hearing.
2- The bench has desired a copy of the approval of Joint venture policy and land sharing formula by the Prime minister in July 2019 for FGEHA and a copy of the recently promulgated Federal Government Employees Housing Foundation Ordinance 2019
& judgement came in favour of FGEHA.
